The Collapse of the 28-Clause Peace Initiative for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the crisis sparked by the announcement of a new comprehensive peace framework for resolving the conflict appeared – momentarily – to have been stabilised. A Washington representative spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its response: an extensive attack of aerial bombardment on Kyiv.

The Cycle of Peace Talks and Military Action

The sequence of conflicting incidents captured the harsh reality of the outgoing year. By day, diplomatic battles are conducted: optimistic declarations are released from various governments. Considerable effort is expended on restraining particular approaches. By night, Moscow clearly shows the world that, for them, conflict continues to be the key method for achieving "resolution".

Nighttime Reality

As Russia's attack developed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was exposed. Ukraine is able to track rocket firings from across the border, a ability afforded by up-to-date information. From witness perspectives, Ukrainian air force fighter jets that had been dispatched to engage hostile cruise missiles roared overhead – sophisticated military planes delivered to Ukraine by Western partners.

Moments later, Kyiv's air-defence systems engaged: multiple launches targeted at a incoming threat. This was a sophisticated defense system at work, presumably supplied through partner states. Every deployment jolts you unexpectedly, rattling buildings. The moment of terror quickly transforms into grim resignation: maybe the approaching threat won't strike its target this time, sparing the city from catastrophe and further power outages.

Continuous Dangers

Soon after, a heavy machine gun fired at a aerial vehicle somewhere nearby, part of a mobile-fire group – most likely imported technology. Sadly, the projectiles didn't strike the enemy aircraft – it continued its flight toward its objective.

Periodically, this continued until dawn. Kyiv greeted the early updates: multiple fatalities, damage and infrastructure problems in multiple buildings as a result of the night's assault. As typically, everyone still maintained normal activities – enduring hostilities. But those entire period illustrated Ukraine's vital need on international aid – a reliance that neighboring countries are demonstrably unable to substitute in the short term.

Ineffective Peace Efforts

The comprehensive proposal from US administration provoked deep reactions, discussion and deep concern – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and international summits.

Every new initiative from Washington unfolds according to the same pattern: a negotiation push against Ukraine, which Kyiv, with allied governments, manages to fend off. They manage the tension but never actually win the battle. This trend will, undoubtedly, persist.

Strategic Calculations

It is tempting to accuse particular leaders of repeatedly advocating Russian terms. But that does not seem to be the whole story. Washington functions according to a principle understood by experienced diplomats: you cannot win at the negotiating table what you have failed to defend militarily. The White House believes that it is unrealistic to pressure the Kremlin to abandon the territory that it currently occupies in Ukraine's occupied territories.

The challenge is that while accepting these circumstances, American administration does minimal to deter Moscow, through statements or actions, from assuming that the current condition will not change more in its favour in the coming year.

Opposing Positions

Therefore, Moscow is convinced that duration works to their advantage – that Ukraine and its partners are nearing depletion. Their motivation to sign a deal that does not give them the largest achievable advantage is close to zero. There may be many attempts to achieve ceasefire, but they will continue as long as Russia's leader remains supremely confident in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still persist, gradually sacrificing people and territory but averting a complete military breakdown until situations evolve in its advantage.

Present Conditions

Realistically, there are no real preconditions for a ceasefire. Now, individual motivations are becoming relevant: political desires to broker a ceasefire and secure international recognition, and Ukrainian leadership's twin challenges – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the country's interests against any plan Kyiv finds unsuitable, so that their priority does not move to homefront challenges. And although their mission will now be much harder after current events, it remains highly unlikely that this will alter their fundamental strategy.

These opposing factors are influencing discussions.

Assessment and Future

It took a mere seven days to eliminate the 28 points of the current initiative. Assertive and inconsistent approach of the matter by US administration, resistance by Ukraine and the rest of Europe, along with calming attempts of negotiators, and finally, latest revelations, all achieved their purpose.

While new initiatives based on previous concepts are forthcoming, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are rooted in Kremlin requirements and reflect certain reluctance to modify developments, if they remain united and improve their protective measures at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the coming months, primarily depend on continued Western support.
